Hi, Kim. Without knowing the specifics, it sounds as if your daughter needs to open up communication channels with the director of the daycare center. If she's owed $40, she needs to be frank in stating that. If she feels she's underpaid, she should ask for an explanation. As for requiring that she take additional training, generally an employer has the right to set the requirements for a given position, and that includes a demand for further training.
