According to my licensing representative and my insurance agent, the primary responsibility would fall on the director/owner of the center but everyone involved could be sued for negligence. If I were she, I would refuse to be placed in that situation and I would make sure that the center carried insurance that covered the employees in the event of a lawsuit.
