Employee access to personnel file

Our agency allows employees to have access to their files and to request copies of any items therein. I was under the impression that this access was a law but apparently not; I do wonder however if this varies from state to state/agency to agency as I personally know of someone who recently requested a copy of her file and was told that the agency's lawyers told them that they were under no obligation to release any of that information...this person lives in GA.
