When in doubt, provide a written policy.
Yes, you would be wise to create, publicize and adhere to a consistent written policy on staff rights to access their files.
No need to invent another wheel, just ask a colleague for a copy of her's or his. You can adapt their policy to fit your situation.
I need to check to see what rights the freedom of information act still guarantees. Is anyone ready to jump in on that?
