Isn't the issue really about who has the burden of proof? Here is what I mean. If a mom enrolls a child and signs the enrollment contract, she is the center's client. Of course, Inform her that whoever signs the contract is solely responsible for its terms, including payment of tuition. Ask her if there is anyone else who is responsible for the child who should sign the contract. If not, and someone appears claiming to be the father, then it would be necessary for that person, who is not the center's client, to prove his right to access with a divorce or other judicial decree. Why can't a center rely on the contract and avoid the messy determination if someone is really the parent or not? After all, copies of birth certificates can easily be faked.
