When state Pre-k is delivered in a community-based setting it needs to be a seamless part of the overall early childhood program. There needs to be one set of early learning standards applicable to all children. The program administrator oversees all aspects of the program, including supervision of certified early childhood teachers employed by the program. This is why it is so important that the program administrator be well qualified, not just the state-funded Pre-K teacher. Teachers with a minimum of bachelor's degrees and specialized ece training need directors with comparable minimum qualifications (BA degree with specialized training in ece and administration) to provide effective program leadership. The Illinois Director Credential at Level II and III meets this need.
