What happens when children seem to skip development milestones?

What happens when children skip milestones such as crawling? Also I have heard that infants and toddlers tend to develop in two areas and fall behind in one, then change areas (cognitive, language may grow but the child may be behind in physical, then physical, language may grow and cognitive plateau). I realize this is actually two questions.\ deb
