Nina: I sit on the Governor's Early Childhood Education Cabinet. Our charge is to a develop comprehensive plan fo ECE by June. Yesterday, those of us who work with children from birth to 5 finally got across to the group that if they wait until the children are three to work with them, it may already be too late to ensure readiness for kindergarten. Are there any States that are working on a birth to 5 plan as oppose to a public pre-school plan?
