As I said, I am not familiar with the Illinois plan, so I'm not sure how it will work. You might want to check with your local child care resource and referral agency and/or INCCRRA (inccrra.org I think) to get a more detailed understanding of how it will work. And yes, Head Start is a federally-funded program for low-income children with fairly rigorous performance standards that guide programs.
