Thats a very good question. I would quess they would have to add pre-school additions to public school or provide funding to house some classes in church basements. This would be a excellent selling point for tution based programs. If childcare centers received funding from the government we could lower our tution prices considerably and house public pre-school at our facitlites. Just a thought :)
