We only need to look at the Chicago public schools and the parochial schools. Many schools have 'early dismissal' which means the school day is truncated, by eliminating recess. Children are fortunate if they have physical education programs once or twice a week. I guess a wholistic approach is missing. The need for children to move and rejuvenate themselves by engaging in free play, socializing outside with friends, having a break from academics during the day is considered unnecessary.
