When NAFCC revises standards or makes other changes, information is distributed about the effective date of those changes so that people are able to prepare. There is an effective date established and providers in the self-study process are notified with the deadline that requests for an observer visit must be made in order to use the standards before revisions.
It is always possible that a provider would be in self-study and not ready to request the observer visit so that the revised standards would apply. The revisions are distributed with the newsletter, available in advance on the website, and mailed with the notification so that providers in self-study are able to make an informed decision.
