I don't understand what you are refering to in this answer. I (and other providers) have complained about the lack of the grandfather clause ever since we have found out about the change in standards. There was no "decision process" that we could imput our suggestions. The decision was already made. What I (and clearly others) have been saying is that a provider should have been judged by the standards under which they began the process.
