Challengin behavior for a child whose mother left and father in/out

I work witha child whose mother left the family and the father is 24 years old trying to raise 3 children but continues to go in and out of jail. My question is what type of help can I give this child and the family? His behavior is uncontrolable and he tends to like to hurt other children, what do I do?
